I like the ambiguity of the word 'act'. It could be 'an act' as in a performance or the verb: to act'.
The figure could be another commuter or she could be sitting on the fence. Or she could be taking up space. We have just had elections in Australia and hence I was thinking about 'political action' rather than just clicking 'like' on FaceBook!
